Who we are
Accountability Lab and Humentum are proud to collectively lead the Global Aid Freeze Tracker, an effort to track the human and societal impact of the Executive Order mandating the Reevaluating and Realigning United States Foreign Aid. This stop work order effectively freezing foreign assistance has created deep uncertainty; disrupting operations, financial sustainability, and long-term planning. Ripple effects will be widespread and felt globally. That's why we believe data can drive collective action.
Accountability Lab is a global translocal network that makes governance work for people by supporting active citizens, responsible leaders and accountable institutions. Accountability Lab’s goal is a world in which resources are used wisely, decisions benefit everyone fairly, and people lead secure lives. 
Humentum is a global nonprofit that helps social good organizations unlock the strategic and resilient power of their operating model for sustainable success. Humentum focuses on practical solutions to improve finance, people, risk, and compliance processes through online training, expert-led consulting, a robust membership of 400+ organizations, and relationship-focused advocacy. 

Why do this survey?
The goals of this survey are to: 

  • Track the current global impact of the USG stop-work order. 

  • Better communicate the impacts of the freeze through data, anecdotes, stories, and infographics. 

  • Inform and collectively influence the future state of global development, based on insights collected. 

  • Build community and support, because the resilient strength of the entire sector is our greatest collective asset. 

The survey includes insights into the extent to which life-saving services and livelihoods will be negatively impacted by the stop-work order. It also gathers evidence about the potential harms it introduces for global economic and security interests.
